The NOR states that "OSR 4.26.4 e&f are amended such that a yacht may carry either the storm jib or the heavy weather jib referenced." OSR calls for trysail requirement in addition to storm jib. Is trysail required?

Yes, a trysail is still

Yes, a trysail is still required.  The either/or storm/heavy jib is a recent change to the requirements, but there no change with regards to the trysail.
